Policy and Legislation Division

The Policy and Legislation Division is the division that manages matters related to policy, legislation, international affairs, parliament, and contract coordination for the Judiciary in general and the Office of the Chief Registrar of the Federal Court of Malaysia (OCR) specifically. This division also plays a role as secretariat to special committees, such as the Law Revision Committee and the Rules Committee.

The Policy and Legal Division is also responsible for performing the following tasks:

  1. Providing legal opinions on policy issues involving the Judiciary and the OCR;
  1. Drafting legislation involving the Judiciary and the OCR to ensure alignment with the Federal Constitution and to ensure it does not exceed the court's jurisdiction;
  1. Preparing Cabinet Papers for matters involving the affairs of the Judiciary and the OCR, and providing comments on any Cabinet Papers referred by relevant ministries, departments, and federal agencies;
  1. Coordinating matters related to Parliament and preparing answers for Oral and Written Parliamentary Questions involving the Judiciary and the OCR;
  1. Providing legal opinions on international affairs related to the Judiciary and the OCR, including reviewing relevant international judicial cooperation instruments, whether bilateral or involving international organisations;
  1. Reviewing and coordinating contracts and agreements entered into by the OCR with private companies;
  1. Preparing and reviewing memoranda of understanding between the OCR and government or private agencies; and
  1. Secretarial duties for Rules Committee and the Law Revision Committee.
