Strategic Development and Training Division
INTRODUCTION
Strategic Development and Training Division comprises 4 units led by a Division Director. This Division is directly placed under the supervision of the Chief Registrar of the Federal Court Malaysia.
ROLE AND FUNCTION STRATEGIC DEVELOPMENT AND TRAINING DIVISION
- To carry out inspection of courts throughout Malaysia; and
- To conduct internal investigations/reviews of all judicial officers and court staff as directed by the Chief Registrar of the Federal Court.
Data Management And Statistics Unit
- As the center of all statistical Court Data Bank throughout Malaysia;
- As the main provider of holistic data for the purpose of projection, preparation, and monitoring for Outcome Based Budgeting (OBB) Reports, with emphasis on:
- To improve Court performance towards an effective resolution of cases;
- To maximize the usage of human resources;
- To maximize budget expenditure and financial performance of the Department; and
- To formulate a strategic policy and restructuring of Courts throughout Malaysia.
- To collect, examine and prepare statistical data reports for the courts throughout Malaysia.
Strategic Planning & Innovation Unit
- To draft the Chief Registrar's Office Strategic Plan in every 5 years;
- To draft reports on the progress of the activities programmed in the Chief Registrar's Office Strategic Plan;
- To conduct research and to prepare preliminary drafts on organizational development, reorganization of the Chief Registrar's Office and the advancement of the judiciary;
- To carry out secretarial duties for the Opening of the Legal Year and Judges/Judicial Commissioners Appointment and Swearing In Ceremony; and
- To plan and invent new innovations to improve the delivery of judicial services.
Training And Judicial Capacity Development Division
- To improve the knowledge, skill, and quality of service of Judicial officers and staff with provision of related judicial training;
- To devise and update the curriculum of judicial training that is relevant and dynamic based on research of current legal issues;
- To conduct relevant research relating to the training needs and analysis of the impact on the organization as well as judicial officers to implement a dynamic, relevant training curriculum in line with the development of the legal system;
- To plan and conduct training/seminars/workshops for all Judicial officers as well as staff with e-Train- ing where the training/seminars/ workshops to be made available throughout the year in order to facilitate choices of training/seminars/workshops by Judicial officers as well as staffs to attend;
- To establish collaboration with other training centers and agencies that conduct relevant training programs/ seminar / workshops in order to enhance the human capital of the officers and staff of the Chief Registrar's Office;
- To ensure the smooth operation of the program/seminar / workshop;
- To monitor the effectiveness of the program/seminar / workshop;
- To monitor courses attendance record of Judicial Officers in order to satisfy the requirement of 3-days attendance per annum ;
- To supervise applications for courses conducted by ILKAP or other government or private agencies;
- To identify experienced judicial officers to deliver talks on courses organized by ILKAP and other agencies;
- Coordinate and manage the budget allocated to Training and Judicial Capacity Development Division;
- To coordinate applications submitted by Judicial Officers/staffs for Federal Scholarship (FS) – Fully paid study leave / Fully paid study without a scholarship or partial scholarship Training Award [HLSB];
- Coordinate the screening process of officers/staff for their application to study sponsored by the government or other agencies;
- To coordinate the application and the placement of Industrial Training (Practical) for Law students at the Chief Registrar's Office throughout Malaysia; and
- To manage Hon. Judge / Judicial Officer attending courses abroad.
